About Harford Community College
Harford Community College has served as an anchor institution in Harford County since its inception in 1957. We are a mid-sized, comprehensive college committed to serving our community through high caliber educational offerings and cultural events.

In 2018, HCC became an Achieving the Dream institution, joining a network of higher education institutions and partners to enhance community college student opportunity, access, and success. Our beautiful, 352-acre campus is conveniently located near Baltimore, MD; Philadelphia, PA; Washington, DC; and Wilmington, DE. We offer more than 70 affordable degree and certificate programs to nearly 2,000 full-time and 7,500 part-time students, as well as a wide variety of noncredit continuing education courses to nearly 11,000 students per year.

The Opportunity

Reporting to the Associate Vice President for Enrollment Services, the Registrar is a key strategic leader for records and registration with broad responsibility and accountability for those functions and that team, including serving as the custodian of academic records for the College and the data steward for all student records. The College Registrar impacts nearly every area of operations across campus and is integral to the overall success of the College and will play a vital role in updating and reimaging enrollment, student, and academic services.

The Registrar oversees the academic record, registration, transcript evaluations, degree audits and conferrals, and Clearinghouse reports functions in a manner that is consistent with the College’s mission and accreditation standards; supervises the Registration and Records team and manages daily operations; in consultation with Academic Affairs, the Registrar develops and implements the academic calendar, schedule of classes, and related academic policies and procedures; co-leads a workgroup to align credit and non-credit registration processes, systems, and operations; serves as the primary functional manager for the Ellucian Banner student information system (SIS) and the data steward for all student records; supports the implementation and adoption of DegreeWorks, a degree planning and auditing system; and performs other duties as assigned.

Requirements

A master's degree and three to five years of experience in registration/records or a related higher education area required; bachelor's degree with at least eight years of experience may be considered.

Applicants will be evaluated on criteria including, but not limited to:

Significant experience supporting front-line staff and daily operations, especially in the registration and records function.

Demonstrated expertise with records and registration best practices and regulations, preferably in the community college context.

Experience with change management, preferably with large-scale, college-wide, complex projects.

Experience as a functional lead for student information systems, with preference given to Banner experience.

Experience enforcing and assessing academic policies and exception committees such as academic appeals and refund exceptions.

Experience with compliance reporting through the National Student Clearinghouse and National Student Load Data System.
