The Associate Registrar at the University of Maryland Eastern Shore provides leadership support to the Registrar and is responsible for overseeing the daily operations in the Office of the Registrar ensuring academic integrity, security and proper management of all student records in accordance with institutional, state and federal requirements.

The Associate Registrar reports directly to the Registrar and works collaboratively with the Office of the Provost, academic departments, admissions, financial aid, student accounts, and Administrative Computing teams to address the needs of all students (prospective, current and alumni). The Associate Registrar is responsible for the development and maintenance of the student records and advisement modules in the university’s student administration system (Oracle/PeopleSoft), and must possess the ability to thrive in an extremely dynamic work environment while consistently applying critical thinking and professional judgment to serve a diverse population.

Primary Duties and Responsibilities:
  • Assists Registrar in developing policies and procedures related to the student records and advisement functional areas and works with staff to create and document service procedures.
  • Contribute to the strategic vision for departmental goals.
  • Plans for and ensures functional and administrative supervision of Registrar staff.
  • Sets staff priorities and maintains office operations and workflow.
  • Ensures staff receive frequent and constructive feedback, including evaluations.
  • Monitors the quality of office services and makes recommendations for improvements.
  • Serves as the technical expert in the Office of the Registrar to provide insight and manage technical implementations, strategize technical innovations that improve processing efficiency across the department, and to troubleshoot issues in the student information system.
  • Manage and process regular updates to the student information system for term setup, program requirements, course additions and adjustments, and other adjustments required to maintain accurate student records.
  • Maintain testing plans and perform testing for system upgrades/patches and fixes for student records, advisement modules, and the faculty and student centers ensuring completion of testing by required deadlines.
  • Prepares system for course scheduling and functions as the course scheduling and room utilization liaison between the Registrar’s Office, Provost’s Office and academic departments.
  • Oversee registration processes for early registration, inter-institutional registration, dual enrollment, dual degree, study abroad, pharmacy block enrollment, and Enrollment 101 for new students.
  • Monitors course enrollments for waitlists, low numbers, or other issues.
  • Assist Registrar in the athletic eligibility certification process.
  • Manage transfer credit process and provide technical support to enhance process efficiency.
  • Oversee the development and maintenance of the degree audit system.
  • Provide degree audit training for administrative and faculty advisors.
  • Manage and process the beginning and end of semester processes including awarding of degrees.
  • Provide assistance to staff and faculty with all issues related to the Office of the Registrar.
  • Provide Oracle/PeopleSoft assistance and training to staff and faculty.
  • Assist with the maintenance of program and course changes and updates for the online catalog.
  • Assist Registrar with National Student Clearinghouse enrollment and degree-verify reporting.
  • Supply student record data in collaboration with Institutional Research.
  • Build and run reports on student records as requested by the Registrar.
  • Participate in commencement activities as assigned.
  • Represent the Office of the Registrar on various university committees.
  • Perform all other duties as assigned.

Qualifications:
Master’s degree in a relevant field from a regionally accredited college or university required. Five or more years’ experience at the supervisory level in a Registrar’s Office or student enrollment discipline required. Experience working with faculty and academic administrators required. Experience in managing student information systems (PeopleSoft preferred) and the ability to develop processes and utilize technology to increase efficiencies. Knowledge and experience with recordkeeping/document imaging systems. Experience in project management. Experience in process documentation. Experience in developing, implementing, and evaluating training plans. Strong organizational, analytical, and problems-solving skills. Knowledge of federal, state and local laws governing student privacy (FERPA) and records administration and retention. Ability to collaborate and build strong, effective working relationships with others as well as effectively working independently. Ability to interact with a diverse population. Ability to work well under pressure, meet competing timeframes, and prioritize work. Proficiency in Windows-based Microsoft Suite applications, including Word, Excel, Access, and PowerPoint. Strong communication to include written communication skills with the ability to prepare reports and detailed correspondence, as well as make professional public presentations.
