Position Summary:
The Assistant Registrar, Operations is responsible for supervision of daily operations and personnel in the Records and Registration office to ensure prompt and systematic services to students, staff, and faculty. The Assistant Registrar is responsible for supervising all aspects of the registration, enrollment verification, outgoing transcript and student athletic eligibility processes. In addition, the Assistant Registrar provides training and guidance on the Family Educational Rights and Privacy Act (FERPA) to members of the college community.

Job Duties and Responsibilities:
Supervise the registration and waitlist processes and staff. Oversee registration of special populations, including credit contract, selective admission programs, and consortium. Ensure off-site registration locations are current in knowledge of registration procedures. Research and resolve discrepancies in student records. Participate in college initiatives impacting registration to ensure accurate and timely implementation. Ensure availability of current office forms via paper and online sources.
Supervise the petition preparation process for the Committee on Academic Standards, receipt of department recommendation, and notification of decision to students. Ensure program substitutions are entered into the student’s degree audit/graduation record. Represent the Registrar at Committee meetings as requested.Supervise the outgoing transcript process, including ensuring confidentiality and security of student records in both paper and electronic formats. Supervise the enrollment verification process.
Provide supervision to hourly, support, and professional staff. Recruit, train, supervise, develop, and evaluate office personnel. Ensure excellent customer service is provided by staff in-person and via email and phone. Ensure continuous and comprehensive evening and Saturday office operations.Resolve discrepancies in student registration and degree audit records for advising, financial aid, and other college offices. Research academic regulations and provide guidance to office and college staff.
Work collaboratively with college offices to ensure the registration system reflects accurate placement of students in courses. Monitor that course prerequisites have been met and academic standings permit course registration. Notify students who do not meet requirements using mail merge and Colleague communication management. Document changes to student schedules in the student record.
Identify and test system enhancements to the registration and transcript systems. Research and implement new technology in support of efficient office functions. Write and maintain queries to respond to requests for enrollment data and internal data needs. Ensure registration dates are accurately entered for all course sections and that online course searches are updated with current class schedules.
Research updates and rulings and administer the college's training for the Family Educational Rights and Privacy Act (FERPA). Respond to inquiries from college faculty, staff, and administrators. Work with college departments implementing new technology to ensure student records are secure and disclosed only as provided under FERPA. Determine student-athlete eligibility using National Junior College Athletic Association (NJCAA) requirements. Identify students eligible for NJCAA Region and MD Junior College academic awards and enrollment verifications for hardship requests.
Review student residency petitions and grade changes at the request of the Registrar. Serve as module leader for student record access and system enhancements as requested by the Registrar. Participate in the overall planning of activities within the Records Office, developing, recommending and implementing policy and procedural changes. Serve on college-wide committees and represent the Registrar as requested.Other duties as assigned and agreed upon.
Required Qualifications:
Master’s degree required.
Minimum five years of related experience in a higher education institution.
Three years of supervision experience. Knowledge of transfer credit practice and regulations.
Experience using student information systems, including experience testing and implementing database updates. Experience writing queries. Advanced computer knowledge including spreadsheets, relational databases, and mail merges.
Advanced knowledge of the Family Education Rights and Privacy Act (FERPA) regulations. Experience interpreting academic policy and regulations.
Demonstrated ability to work in a fast-paced office, ensuring deadlines and responsibilities are met. Exceptional follow-up and follow-through skills, as well as ability to plan, organize and control projects through to completion.
Excellent oral, written, and interpersonal skills, including experience with public speaking and presentation skills, and the ability to communicate complicated information in a clear and concise manner.
Preferred Qualifications:
Minimum five years progressively responsible experience in a large community college Registrar's office
Experience with Ellucian Colleague, Entrinsik Informer, Perceptive Content, and web content management systems
Experience evaluating student athletic eligibility using National Junior College Athletic Association (NJCAA) requirements.
Experience programming complex academic programs in a degree audit system, preferably Ellucian Colleague and Ellucian's Student Planning module.
Hours Per Week: 40
Work Schedule: Monday-Friday 8:30 am - 4:30 pm, occasional Saturday 9 am-1 pm
